The Japanese text across the lower portion reads promotional language referring to child insurance (“small child insurance”), and the inset seal HB (凸版印刷株式会社印刷) identifies the printer as Toppan Printing Co., Ltd., one of Japan’s leading printing firms, which was active in producing high-quality commercial and government posters in the 1930s.
